Investor Pre-Qualification is a process that precedes the issuance of the competition booklet (RFP). It involves evaluating investors against specified technical and financial criteria to select a number of qualified investors to proceed with the competition, in accordance with Article 14 of the Municipal Properties Disposal Regulation.

No. A bank guarantee is not required at the pre-qualification stage. Requirements are limited to the technical and financial data and attachments specified in the qualification document. A bank guarantee may be required at the subsequent competition stage, if applicable.
The number of qualified investors is determined based on the evaluation results. If the number of qualified investors is fewer than five, the decision is escalated to the higher authorized approver in accordance with the regulatory procedures.
Each criterion's score is calculated using the following formula: (Score achieved ÷ Maximum score for the criterion) × Criterion weight. The scores of all criteria are then summed to arrive at the final result.
