No. A bank guarantee is not required at the pre-qualification stage. Requirements are limited to the technical and financial data and attachments specified in the qualification document. A bank guarantee may be required at the subsequent competition stage, if applicable.

The number of qualified investors is determined based on the evaluation results. If the number of qualified investors is fewer than five, the decision is escalated to the higher authorized approver in accordance with the regulatory procedures.

Each criterion's score is calculated using the following formula: (Score achieved ÷ Maximum score for the criterion) × Criterion weight. The scores of all criteria are then summed to arrive at the final result.

Investors are evaluated against technical and financial criteria predetermined by the Qualification Committee. Weighted percentages are assigned to each criterion, with the total weights not exceeding 100%.

This depends on whether the offering entity has set the qualification with or without a fee. The qualification may be free of charge or subject to a fee payable through the system.
